Ayatollah Mahmoud Hashemi Shahroudi , October 2007 Your Excellency, ACAT-Luxembourg (Action by Christians for the Abolition of Torture) has informed me of the execution by stoning of JAFAR KIANI on 5 July last year in the village of Aghche-kand, near Takestan, in Qazvin province. This man had been condemned to death by stoning for adultery, along with MOKARRAMEH EBRAHIMI, the mother of his two children. However, following your orders to the judicial authorities of Takestan to stay the execution, the couple did not appear to be in imminent danger. I was utterly dismayed to hear of the use of such a barbaric punishment and I appeal to you to immediately take all necessary steps to prevent the stoning of Mokarrameh Ebrahimi. I strongly urge you to commute her death sentence and allow her and her two children, who have been imprisoned with her for more than ten years, to be released as soon as possible. I oppose the death penalty under any circumstances and consider stoning to be a particularly unacceptable and cruel form of torture to which no civilised state should have recourse. I therefore call upon your country's authorities to reinstate the moratorium on executions by stoning, which was introduced in December 2002, but has reportedly been infringed on at least two occasions already; in May 2006 in Mashhad and last July. I also urge you to respect the United Nations Convention on the Rights of the Child, to which Iran is party, and to permanently cease all executions of juvenile delinquents. Some days ago Michelle Tharp, Shonda Walters and Carolyn King were moved to another block. The three ladies are the female death row prisoners in Pennsylvania. They were moved to block C, the punishment block. The conditions there are not fit for human beings. They had to clean their cells before they were moved, but the cells are still filthy. Shonda Walter’s cell has a bad plumbing and the cells have a rank smell. The women are suffering most from the extremely high, constant level of noise all around the clock. The other inmates scream, cuss each other out and bang o the windows all the time. Since the women are there, they didn’t find Quietness and the times when they are allowed to leave for recreation outside, or for group are rarely and irregular. This means they spend mostly 24 hours in their cells without recreation. Meanwhile they are suffering from enormous stress, which has already physical and mental effects.
